This paper presents the necessity of developing community-based tourism in Ly Son island district along with an analysis of the DPSIR model that shows the status quo of community issues in this island, thereby underpinning the development of a community-based tourism model in order to create a long-term and sustainable livelihood. Although Ly Son island district has certain favourable conditions, the application of the model of community-based tourism development in reality is to encounter numerous obstacles. However, in order to make community-based tourism really become a sustainable path, more attention is required from the parties involved such as government agencies from central to local levels that promulgate related policies, tourism businesses that attract tourists and expand promotion, non-governmental agencies and organizations that provide funding and human resources training. Above all are the very efforts of the community in applying the model to practice.
